A citizen-centric, trilingual and accessible website revamp, hosted at the Gujarat State Data Centre, migrating and modernising fed.gujarat.gov.in.

F&ED is the Secretariat (policy) department at Block 14, New Sachivalaya, Gandhinagar. It sets policy for the conservation of forests, the protection of wildlife, and the protection of the environment, and acts as the umbrella over a family of executing agencies. Recognising this distinction is the point most generic vendors miss.
An Environment wing and a Forest wing, setting policy, budget and administration across Acts, Rules, Government Resolutions and recruitment.
The field Forest Department under the Principal Chief Conservator of Forests and Head of the Forest Force (PCCF and HoFF), with Wildlife, Social Forestry, Working Plan and Research wings.
GPCB, GBB, SEIAA, GCZMA and CAMPA regulate pollution, biodiversity, impact assessment and coastal zones.
GEC, GEER, GEMI, GUIDE, GSFDC and the lion and marine conservation societies deliver ecology, research and afforestation.
Our differentiator. We treat F&ED as the policy umbrella that links out to the Forest Force (forests.gujarat.gov.in), the boards, corporations, authorities and societies, rather than as one flat forest website. The information architecture proves this understanding on sight.
Statistics and office-holder names are supplied and confirmed by the department. CONFIRM latest official figures.

The current site quietly generates phone calls and office visits. Our revamp is engineered to deflect routine demand: a citizen self-serves in three clicks instead of calling the department.

At least three distinct, high-fidelity, F&ED-branded homepage prototypes on the forest-green identity, so the committee has real design choices to score.
A task-first hub above the fold: Gir lion permit, environmental clearance, RTI, recruitment, tenders, grievance and downloads.
English, Gujarati and Hindi in Unicode, with mandatory Bhashini integration and meaning preserved on every switch.
The GIL-provided chatbot (text and voice) integrated honestly, plus AI-powered search and a voice assistant.
A database-driven CMS with a two-stage publishing workflow, role-based access for two to three admins and a full audit trail.
GIGW 3.0, WCAG 2.1 AA, W3C, NeSDA and IPv6, with Divyangjan accessibility built into the markup, not bolted on.
Built on Drupal 11 with MariaDB, hosted at the Gujarat State Data Centre. Security-audited by a CERT-In empanelled auditor before hosting and by STQC after hosting, with existing content migrated in at no additional cost.

The technical qualification is a live presentation scored out of 100 (Section A, 70 marks of design, content and understanding; Section B, 30 marks of technical capability). This map tells the committee exactly where each module scores.

Within three clicks, every time. A taxonomy-driven content model, a grouped mega-menu, breadcrumbs on every inner page and a clean sitemap keep every leaf reachable in three clicks or fewer. Persistent footer carries policy links and the GIGW, W3C and WCAG compliance logos.

Classic government authority: a strong forest-green masthead, structured cards and a formal typographic hierarchy.
Immersive and visual: full-bleed Gujarat wildlife imagery with a prominent citizen-services hub and generous whitespace.
Task-led and utilitarian: a search-first, tile-based layout that surfaces the highest-demand services immediately.
Colour flexibility and balance. Forest-green primary with a saffron national accent, live light, dark and GIGW high-contrast themes, font sizing, and WCAG-AA contrast on every text pair.
Disciplined image proportion. Authentic Gir lion, wild ass, flamingo and mangrove photography at consistent aspect ratios, compressed and lazy-loaded, never stretched banners or clip-art.

Services grouped by audience and task, one click from anywhere.
Prominent site search plus AI natural-language search as the fast path.
Orientation on every inner page; no dead ends.
Persistent quick links and a clean sitemap reinforce the three-click promise.
Advanced and AI-powered search over Apache Solr, breadcrumbs and a three-click information architecture mean a citizen finds any Act, notification or contact fast, in plain Gujarati or Hindi.

Content leads with citizen tasks, not with the department hierarchy. Because the site is trilingual, Gujarati-speaking and Hindi-speaking citizens are first-class users, not an afterthought.

A structured, CAPTCHA-protected submission form routed to the official department email. A citizen is heard without a visit or a phone call.
The GIL-provided chatbot, in text and voice, integrated at no extra cost. It answers FAQs and guides a citizen step by step.
Natural-language search in plain Gujarati or Hindi turns a vague question into the right page, provided by us.
Speak a query and hear the answer, using the Web Speech API with Bhashini for Indian languages. Access for low-literacy users.
Screen-reader support, keyboard operation, font sizing and high contrast, so a person with a disability operates the site end to end.
A feedback form and a managed FAQ close the loop, turning a frustrated visitor into a served one.
Honest phasing. The chatbot is a facility provided by GIL that we integrate; the AI-powered search and the voice assistant are provided by us. On stage, every AI interaction is demonstrated deterministically so it cannot fail.

Curated content, stored per language. The authoritative Gujarati and Hindi text is department-supplied and stored in the CMS, so meaning is preserved exactly on switch with no lossy round-trip. Bhashini assists editors and covers dynamic strings, and powers voice.
Rendered in a Unicode-compliant font (Noto Sans Gujarati), so Gujarati content displays correctly on any device with no proprietary font dependency.

B1: every page is dynamic and served from MariaDB through the CMS; nothing is static hand-coded HTML, and existing content migrates in through the Drupal Migrate framework at no extra cost. B4: one explicit layer speaking open standards. Full stack is open-source per the GoI framework.

Author, Approver and Administrator roles with least-privilege permissions and a clear public / authorised split.
Menu, user, document, feedback, FAQ, pop-up and grievance management, all no-code.
Every change versioned with author, time and moderation state; complete attribution.
Deployment, configuration and maintenance over the GSDC VPN; admin access only through that channel.

Bidder server; SRS, dev, test cases
Safe-to-Host before GSDC
SSL by F&ED/GSDC, IPv6
Clearance after GSDC
Dept users, validated cases
Remote VPN, patch SLAs
Engineered free of the Top 10: RBAC least-privilege, parameterised queries, output escaping, self-hosted CAPTCHA on every input.
Passwords hashed and salted, never hardcoded or plaintext; secrets outside the webroot; encrypted, tested backups.
High and critical within 15 days, others within 30 days, and continuous remediation for the full contract.
No third-party tracking or ad scripts and no hidden backlinks; web statistics via self-hosted Matomo.
The website goes public only after CERT-In safe-to-host clearance and, following GSDC hosting, STQC clearance.

Varnish and page cache for anonymous traffic, Redis object cache and BigPipe streaming keep pages fast and reduce origin load.
Aggregated and minified CSS and JavaScript, optimised and lazy-loaded images and compression deliver "less web space and memory".
A stateless application tier holds no local session, so nodes scale behind the GSDC load balancer with no session affinity.
Apache Solr offloads search from the primary database, keeping content pages fast even under heavy search use.
A single responsive codebase serves the same information and services across desktop, tablet and mobile, printer-friendly and browser and OS agnostic. Mobile responses are compressed for fast load on modest connections.
Engineered for predictable behaviour on demand bursts, such as the publication of a recruitment notice or a major announcement.

Deliverables across the stages include the detailed project plan, fortnightly progress reports, SRS, source code and documentation, user manuals in English and Gujarati, test reports, and the CERT-In and STQC clearance certificates.

A dedicated project manager as the single point of contact for F&ED, owning scope, schedule and reporting.
Designers and front-end engineers for the three prototypes, the theme system and accessibility.
CMS engineers for the content model, workflow, integrations and migration.
Quality assurance and security engineers for test cases, audits and remediation.
Weekly status meetings with F&ED and fortnightly written progress reports through the build.
Onsite training for the website administrator and CMS users, with English and Gujarati user manuals in hard and soft copy.
24x7 assistance and remote VPN operations for the full one-year maintenance period after go-live.
Named team members, headcount and individual CVs are confirmed in the bid response. CONFIRM project-manager name, team size and CVs before submission.

Central repository for building drawings and certificates with a full digital audit trail.
A field and citizen-facing Gujarat government system for real users on real devices.
Completed-bridge inspection with pre and post-monsoon cycles and a Bridge Health Index.
Construction-progress monitoring of under-construction bridges for the R&B Department.
A modern government web product, reflecting our AI-first product engineering.
AVEOSOFT PRIVATE LIMITED is an AI-first engineering company delivering mission-critical government software in Gujarat. Project values, user counts, client names and dates are confirmed from certified records. CONFIRM metrics per project; no figures are stated here that are not yet verified.

A task-first information architecture built around what Gujaratis actually come to F&ED for, so a citizen self-serves instead of calling.
Genuine trilingual with Bhashini and Unicode Gujarati, and WCAG 2.1 AA with GIGW 3.0 accessibility built in, not bolted on.
An authentic F&ED identity with real Gujarat forest and wildlife imagery and live theme, dark, light and high-contrast switching.
Authentic department content that reflects the policy umbrella over the Forest Force, boards, authorities and societies.
The GIL chatbot integrated at no extra cost, plus our own AI search and voice assistant, every feature a citizen outcome.
A no-code CMS with a two-stage workflow, RBAC and remote VPN operations on GSDC, on open standards throughout.

Honest phasing. Phase 1 is what we commit to for this tender. Phase 2 items are ideas for the future and are never presented as current capability. The chatbot remains a GIL facility that we integrate.
